Our CARCEIT research team from the project "Nurturing Young Minds: Exploring the Role of Positive Early Childhood Education and Care in the Health and Well-being of Young Children in Kazakhstan" — led by Professor Daniel Hernández-Torrano— is proud to have contributed to the 2023 National Report on the State and Progress of the Education System of the Republic of Kazakhstan. This yearly report informs national education policies and guides reforms to improve education across the country.
The team authored the section on Early Childhood Education and Care (ECEC), providing an in-depth analysis of critical areas, including:
Their recommendations address key challenges and focus on fostering equity and quality in ECEC and ensuring access by maintaining mini-centers in underserved areas, conducting GIS-based geographic and demographic analyses to address mismatches in demand and supply, and enhancing parental engagement by considering them as partners in the education process. Additionally, targeted initiatives are recommended to improve teacher qualifications, optimize professional development programs, and increase salaries to match the national average. To ensure data-driven decision-making, standardized data collection and regular monitoring systems are necessary, including metrics on teacher satisfaction, retention rates, and workload. These measures are essential for improving the overall quality and equity of ECEC services in Kazakhstan.
The team’s effort contributes to shaping evidence-based reforms and advancing early childhood education. The section is designed to be a valuable resource for policymakers, educators, and stakeholders committed to improving early childhood development in Kazakhstan.
The National Report is available in three languages and can be accessed here:
